Pay Claude API in Nigeria, Pakistan, Philippines & Argentina

Short answer

Anthropic and OpenAI both list Nigeria, Pakistan, the Philippines and Argentina as supported countries. For developers in those countries the usual problem is paying, not access. Local cards get declined, capped in dollars, charged extra tax or blocked for overseas use.

TeamoRouter gives you one API key for Claude, the GPT-6 family, Gemini, DeepSeek and 30+ other models. You pay per token, with no subscription. You can top up by card (through Stripe), starting at $5. Claude Code and Codex each need two settings to connect.

This guide covers what gets in the way in each country and the payment route that works there.

How paying works on TeamoRouter

  • Card: the top-up dialog takes cards through Stripe. If your card works for online purchases from foreign merchants, this is the fastest route.
  • What the balance covers: a single key works for every model. Claude runs on the native Anthropic protocol at https://api.teamorouter.vip. GPT-6 models (gpt-6-sol, gpt-6-luna, gpt-6-astra) use the OpenAI-compatible endpoint at https://api.teamorouter.vip/v1.

Nigeria

What gets in the way. Between 2023 and 2025, foreign-exchange shortages led Nigerian banks to cut the dollar limits on naira cards, and some banks suspended offshore transactions entirely. Limits rose again through 2026. By September, published limits included:

  • GTBank: $40,000 per quarter
  • FirstBank: $10,000 per quarter across POS and online
  • Zenith Bank: $50,000 per year
  • UBA: up to $10,000 online
  • Stanbic IBTC: $8,000 per quarter on its Mastercard naira debit cards

Each bank sets its own limits, they vary by card type, and several changed more than once this year. Analysts have warned that limits could be cut again if regulators see signs of abuse. So a card that paid your API bill last quarter may not pay it next quarter.

What works. If your naira card has an international limit and isn't declined, top up by card.

Pakistan

What gets in the way. When you pay a foreign merchant by card from Pakistan, your bank collects advance income tax under Section 236Y of the Income Tax Ordinance. The tax is added on top of the charge. In fiscal 2025-26 the rate was 5% for people on the Active Taxpayers List and 10% for everyone else. Business Recorder reported that the 2026-27 budget lowers it to 0.5%. Check the tax line on your own card statement to see the rate your bank actually applies.

The Philippines

What gets in the way. In the Philippines, a declined card is usually down to a card setting, not a ban. Philippine banks let you turn overseas and online use on and off in their apps. For example, BPI's Card Control has separate switches for transactions outside the Philippines and for e-commerce, plus an e-commerce spending sub-limit. If e-commerce is off, or the sub-limit is lower than your top-up, a payment to a foreign merchant is declined. Banks also add a cross-border fee and a forex markup to dollar charges, so check your bank's fee schedule.

What works. Turn on overseas and online use for your card, raise the sub-limit if needed, then top up by card.

Argentina

What gets in the way. Argentine cards work abroad, but dollar charges cost more than the listed price. The PAIS tax stopped applying in December 2024. However, ARCA still adds a 30% perception under RG 5617 to foreign-currency purchases made by credit or debit card when you pay the statement in pesos, and online purchases are included. The perception is an advance payment on income or personal-assets tax, not a final cost, but you still pay it up front. Separately, card issuers collect VAT on digital services bought from foreign providers under RG 4240, and 21% is the general VAT rate.

What works. Under the rule, the 30% perception applies only to the part of the statement you pay in pesos. If you pay your card statement with your own dollars, that part isn't subject to it.

Connect Claude Code and Codex

Create an API key first.

Claude Code (macOS / Linux). Claude uses the base URL without /v1:

bash
export ANTHROPIC_BASE_URL=https://api.teamorouter.vip
export ANTHROPIC_AUTH_TOKEN="your TeamoRouter API key"

For Windows and model settings, see Install and connect Claude Code.

Codex CLI (~/.codex/config.toml):

toml
model_provider = "teamorouter"
model = "gpt-6-sol"

[model_providers.teamorouter]
name = "TeamoRouter"
base_url = "https://api.teamorouter.vip/v1"
env_key = "OPENAI_API_KEY"
wire_api = "responses"

Then run export OPENAI_API_KEY="your TeamoRouter API key". The OpenAI SDK works with the same /v1 base URL. Full steps: Install and connect Codex.

FAQ

Is Claude available in Nigeria, Pakistan, the Philippines and Argentina? Yes. Anthropic's supported-regions list includes all four, and so does OpenAI's API country list. What usually goes wrong is the payment, not access.

What's the minimum? The minimum top-up is $5.

My top-up hasn't arrived. Who do I contact? Message TeamoRouter support on Telegram at @teamorouter, and include the amount and the time you paid.
